Baltimore Safe Haven delivers a full continuum of housing, health, and community support services — with structured case management, documented outcomes, and direct connections to treatment, recovery, and wellness resources.

Baltimore Safe Haven housing program

A path to stable housing — for everyone.

BSH provides a comprehensive range of housing services for individuals and families experiencing homelessness or housing instability in Baltimore — from emergency placement to long-term supportive housing, with structured case plans and documented outcomes at every stage.

Every housing participant receives a written occupancy agreement and documented service participation plan, with regular case manager check-ins to track progress toward housing stability goals.

Emergency Housing Placement

Immediate placement for individuals in crisis — coordinating with shelter partners and transitional housing providers to ensure no one is left without a safe place to stay.

Transitional Housing (TH)

Time-limited transitional housing with wraparound services, structured case management, and connection to permanent housing options — supporting individuals and families as they stabilize.

Rapid Rehousing (RRH)

Short-term rental assistance and housing navigation to move individuals and families from homelessness into permanent housing as quickly as possible — with ongoing support to maintain stability.

Permanent Supportive Housing (PSH)

Long-term housing with ongoing wraparound support services for individuals with complex needs — prioritizing housing stability as the foundation for health, recovery, and community connection.

Housing Navigation & Coordination

Dedicated housing navigators help individuals identify options, complete applications, understand their rights, and access financial assistance for deposits, first month's rent, and ID documentation.

BSH's street outreach teams operate across Baltimore — connecting individuals living in encampments and unstable environments directly to shelter, housing, and services. Every outreach contact is documented, and every placement into housing from a street environment is tracked and reported.

Our outreach model prioritizes direct housing placement from street situations — moving people from encampments into transitional, emergency, or permanent housing as quickly as possible, with ongoing case management support throughout.
